The Polish public procurement markets in the years 2004-2006

It is usually recognised that public procurement plays an important role in economy of the country and may have an impact on international competition. Few studies are available on the quantification of government procurement markets.

There are no national data gathered on the basis of harmonised procedures in the European Union countries. The absence of consistent estimates of the share of government procurement markets caused that the Office of Public Procurement in Warsaw published in 2006 report on public procurement in the context of the European Union integration processes. Special attention is paid to the new regulations from 2006 which are harmonised with the European Union directives.

This data gathered at different government levels for years 2004-2006 represent an information gap that needed to be addressed.

The paper presents number and values of public procurements according to public procurement procedures on different levels of purchasing entities: general government, central government, local government, social security funds, and others. As a result, the survey covered a wide range of entity sizes-ranging from large spending central government ministries to local authorities and local fire services and other independent units within local bodies. Purchasing focusing on works, supplies and services by types of award procedures are also subject of this study.
