TITLE: Disaster Management in the Asia Pacific Region: The Role of Hawaii
OBJECTIVES AND CONTENT: The purpose of this paper is to describe and explain the strategic role of Hawaii in the Asia-Pacific region in security and disaster management is of critical importance of in prevention of, preparation for and response to disasters in the Asia - Pacific region. This is demonstrated through the coordination of Hawaii based institutions such as the Pearl Harbor Naval Base, US Pacific Command (PACOM), USARMY Pacific(USARPAC), Asia- Pacific Center for Security Studies (APCSS), East West Center (EWC), Pacific Disaster Center (PDC), Pacific Tsunami Warning Center (PTWC) and other related disaster management support organizations based throughout the Hawaiian islands. As the only island state located in the Pacific Ocean, Hawaii continues to require advanced technology for warning systems and effective coordination emergency management capability to respond to a wide-range of natural disasters and the threat of terrorism. A major theme of the paper is the extensive network of coordination, cooperation and collaboration among relevant disaster and emergency Hawaii based government agencies at the local national and international level. While some of this network may be unique to Hawaii and the Asia- Pacific region, most is not and can provide useful "best practices" for other practitioners and jurisdictions.
DATA /METHODS: Literature review and data collected from the following agencies which provided primary material incorporated into this paper; U.S. Pacific Command (PACOM), USARMY Pacific (USARPAC), The Asia-Pacific Center for Security Studies (APCSS), East –West Center (EWC), Pacific Disaster Center (PDC), Pacific Tsunami Warning Center (PTWC), Office of the Secretary of Defense (OSD), United States Central Command(CENTCOM), National Geospatial-Intelligence Agency (NGA), Hawaii Statewide GIS Program, Office of Planning , and Federal Emergency Management Agency (FEMA)
RESULTS/ EXPECTED RESULTS: Based on the research undertaken, Hawaii maintains as a high priority effective disaster preparedness programs and technologically advanced disaster warning systems at the local and state level and is critical to the effective disaster management and security of the Asia Pacific Region. Improvements in communication and coordination during actual disasters are ongoing and supported by FEMA and other environmental government agencies and non government organizations. Finally, Hawaii’s efforts to establish, maintain, and strengthen coordination and cooperation among emergency managers at the international, national, state, county, and community levels before, during, and after disasters should provide a model for similar jurisdictions. The well being of the Asia-Pacific region is highly reliant on Hawaii’s strategic role in security and disaster management.
