Successful customisation of the teaching and learning environment in Public Financial Management at Tshwane University of Technology was possible with a number of interventions. Each of these interventions is described in the paper.

The interventions were structured in a quadri-cyclical action research approach. The unique background and characteristics of the students, as well as the university, dictated the nature of the interventions. The need for scaffolding and support for the students necessitated the changes, and the contextualisation of the subject matter, inter alia, catalysed the process.

Cycle one explored the intervention on the use of text books in Public Financial Management. Cycle two introduced the use of in-house study manuals in Public Financial Management. WebCT for off-campus students was introduced and implemented in cycle three. Reflecting on the previous cycles, the fourth cycle emerges into a blended teaching and learning approach. 

The paper focuses on the optimisation of teaching and learning in the public financial management environment with the aim to describe a blended teaching and learning approach.
