Key aspects of the quantitative approach to the public procurement market are the characteristics and analyses of the availability of information sources. Assessment of functioning of the public procurement system and its proper control is not possible without statistical data and analyses. The increasing significance of public procurement and a multitude of dependencies and relations with other economic sectors shows the necessity to begin work on creating a statistical information system on public contracts that are compatible with other systems. The aim of the paper is to present new legal regulations connected with public procurement, among others, providing contractors with access to public procurement on a non-discriminatory basis, reducing costs of the public contract award procedure and introducing other than lowest price only model criteria and how they function in the Polish public procurement market. In Poland, as in the European Union countries, there is no reporting system for public procurement. Thus arises the need to collect information directly from awarding entities and/or institutional websites or secondary sources, i.e. official publications of administration institutions that deal with public procurement. In Poland most analytic studies on the subject of public procurement are based on information and reports of the President of the Public Procurement Office (PPO). Annual reports of the PPO President seem to be particularly useful as every year they contain more data, which is of particular importance. They enable chronological comparison (providing they refer to the same phenomenon). This paper is prepared on the basis of indicated data sources for the years 2009-2011(2012) by using chosen statistical methods.
