Sectorial Analysis of Public Procurement in Poland – Actual Course and Future Perspectives

The objective of the paper

The system of public procurement in Poland exists since 1994. After Poland’s accession to the European Union the national public procurement market is under process of integration with the common public procurement market of the EU. In the whole world public procurement are a necessary element of economy functioning. In Poland the value of contracts awarded in 2008 ran into 109.5 billion zloty, what constitutes 8.6% of GDP (comparing to 2006, the share was approximately 7.5%). The main goal of this paper is to characterize the present course of action and possible future perspectives for the development of selected sector of the economy on the public procurement market in Poland.
The highest number of procedures were commenced by different public authorities. The annual reports concerning contracts awarded between 2006-2008 show that the biggest group of awarding entities were the public finance sector units – more than 90%. The biggest group of “classical” awarding entities was self government administration. Other groups are independent public health institutions and local government administration.
An economic operator may be any natural person, legal person or organisational units not having legal personality. The number of potential tenderers is thus open; however, the practice shows that the prevailing majority of contracts can only be fulfilled by entities carrying business activity. A precise determination of the number of operators that are active participants of the public procurement market is impossible to the lack of full data in that respect. According to contract award notices published in the PPB (i.e., those concerning procedures with the value exceeding EUR 60,000), approximately 21,000 operators were awarded public contracts in 2006.

Data/Methodology
The gathered data will come from the official documents and publications as well as other documents, reports and analyses regarding public procurement at the disposal of the Public Procurement Office and Central Statistical Office. Moreover the analysis will be based on own empirical research supported by data from Public Procurement Bulletin.
The analysis will concentrate on different types of public procurement which are: supplies, services and works. In the scope of mentioned procedures different aspects will be verified including the average number of tenders submitted, average value of contract.
The sectorial analysis will be based on NACE 2-digit level and is aimed at presenting public procurement sensitive sectors and its role on the public procurement market.
The results
The statistical analysis of public procurement market in Poland is difficult due the fact that this market is relatively young. Moreover number of amendments to Public Procurement Law affected the transparency of statistical data that can be obtained for the PPO web portal and PPO web site. Obtained results will present the qualitative and quantitative analysis concerning presence of certain sectors on public procurement market in Poland.
