Public Procurement Procedures as a Tool for Creating Innovation in Enterprises

Public procurement procedures are of a significant meaning for appropriate functioning of a Common European Market.  Public spending, being subject to public procurement procedures, values – regarding different estimations – between 12 and 16 percents in EU member countries. The actual debate concerning innovation development through the public procurement procedures is of a crucial meaning both on the European as well as on the country level.

The aim of this paper is to evaluate the impact of a public sector on stimulation of innovation in enterprises. The starting point in this discussion is the desk research of national and foreign research reports dedicated to this topic. The main part of the paper presents the empirical results of research aimed at evaluation of Polish awarding entities’ opinions about the possibilities that public procurement procedures play in pro-innovative attitudes in private sector. The research tool was questionnaire distributed in awarding entities in Poland, results were collected in the second part of the 2010 and analyzed with the use of descriptive statistical methods.

Presented results are a part of a broad research project entitled “Public procurement procedures  and innovativeness of enterprises – present course of an action and future perspectives”. Project is  conducted by the academic team from the University of Lodz and is financed by the Ministry of High Education in Poland.
