Investment in university security systems

The Czech Republic focuses on the education of citizens in the field of security, especially in the prevention of threats, but also in self-protection and mutual assistance in cases of emergency, as stated in the government document "The Security Strategy of the Czech Republic in 2015" Systemic training in security issues, performed also through public media, is an important tool in crime prevention. For this purpose, interagency cooperation is intensively developed and covers the collaboration between the Integrated Rescue System branches and cooperation with civil society organizations concerned with education in the field of security. Investments in security can be divided into two fields: investments in material support and human resource development. Material support includes investments in technical security of buildings. Investments in human resource development are primarily investments made in improving general security awareness. On the basis of the priorities listed in the afore mentioned document a research on civil education in the field of security is conducted. The first part of the research has focused on identifying issues of importance, difficulty and popularity of security topics with members of the academic community. Data were obtained through a quantitative survey using a questionnaire during the period of June to November 2015. The second part of the research focuses on comparing the costs of improving security awareness, if implemented by public or private entities from the Integrated Rescue System of the Czech Republic. This part of the research is currently underway. The objective of this research is to suggest an optimal distribution of investments in security at universities. Investments are focused mainly on the development of human capital in the field of basic security awareness training. The research includes a comparison between the costs of safety training realized by private persons versus bodies of the Integrated Rescue System.
