The objective of this work is the critical reflection of the current health care reforms in the three CEE countries after 2000. Research question is why in all three countries was implemented in fact the same reform scenario? Who are the relevant actors behind this health policy making process? This work is based on policy analysis methods (agenda setting, legislation, political, media and public discourse, policy networks). Globalization processes are the important context of these reforms, but the main driving forces are represented by international policy network of several interest groups, representing private sector activities in health care systems from the
USA,
Canada and European countries. However such reform scenarios had a small public support in above mentioned countries and low level of their legitimacy together with their negative social consequences and expectations are the explanation of their critique and rejections.
