The paper focused on development of the digital literacy and competencies of the citizens of the Czech Republic (CR). The data were collected by the means of qualitative semi-structured interviews with 10 key representatives of the Czech offices and institutions which are responsible for managing the digitalization process such as the Government Office, Ministry of Internal Affairs, Charles University, and DIGI Academy. Interviews were focused on the practical importance of digital literacy, digital literacy and eGoverment, use of the European Union (EU) financial resources, and projects supporting digital literacy development, priorities and plans for the future. Additional information was obtained from resources recommended by the respondents.

This research describes the current situation with respect to Czech universities’ participation in digital literacy development. With a few exceptions (i.e. the Charles University’s project “Supporting Digital Literacy Development”) the universities tend to focus mostly on digital technology employment in the educational process and on creation of new teaching materials. “Non-school” projects and initiatives focused on digital literacy development in the CR (i.e. DigiStrategy 2020, Working Group for Digital Competencies) were also analyzed. Community education is needed to prevent formation of groups of digitally excluded citizens.

To conclude, the new governmental program provides a useful methodological scheme. The project elaborated by the Ministry of Internal Affairs of the CR can also serve to educate the wider public. Special programs should be prepared for adults. The universities should play a more active role in a process of digital competencies development. Future research should include broader sociological research on Czech organizations and companies focused on expected changes associated with digitalization, methods of developing the digital competencies of employees, and analysis of knowledge and attitudes towards egovernment.
